Spokane, Washington, United States of America.
In the Cascades Mountains, we see three men walking over the snow-covered slopes. The surveyors sink sounding rods into the snow down to earth level. The snow inside the rods is scraped out and weighed to judge how much water will flow into the valleys when the snow melts. Various shots of waterfalls and water cascading from dams in the area.
