    More shots of men in headphones, including Japanese man (translator? ambassador?). We hear minister of communications speaking in Japanese. Sir Kingsley replies, thanking the minister of communications for helping in establishment of service. He goes on to say some words in Japanese. The Japanese man says some words of thanks. Another man announces end of inauguration ceremony.
