"Sergeant Josling" was Horace Josling, formerly of "C" Division of the Metropolitan Police.

The "lady" referred to is Josling's wife. According to a photo I've seen this event took place on 20 February 1929.

Josling was visiting his MP Jack Hayes at The House of Commons, following a ruling that Josling had been unfairly forced to resign his position with The Met in 1922, after his allegations of corruption against a fellow Police Officer were not upheld.

That fellow officer was then charged with corruption in December 1928, leading to Josling's vindication. Josling was later awarded a sum of £1500 in compensation. Further details of his vindication are here.....
