    South Korean President Chung-Hee Park opened the seventh Asian and Pacific Council (ASPAC) annual meeting in Seoul on Wednesday (14 June) with an appeal for broader membership.

    The opening session of the three-day meeting was attended by delegates from the nine member-nation.....Australia, Japan, Malaysia, New Zealand, The Philippines, Taiwan, Thailand, South Vietnam and South Korea. Observers from Khmer Republic, Indonesia and Laos were also present.

    In his opening speech, President Park asked the council to allow communist countries to join ASPAC. His speech signalled a major policy shift from the original aims and character of ASPAC. The organisation was formed six years age in Seoul at South Korea's initiative, in order to seek solidarity against what was then described as communist aggression in the region.
