In Britain, a spokesman for the Unity Party of Nigeria (UPN) outlined his party's policies in a speech to Nigerians in London on Wednesday (9 May). Dr. Peter Ighofose is the General Secretary of the Unity party in London. It is one of the five new political groups formed after Nigeria's military leader, Lieutenant-General Olusegun Obasanjo, announced that the country would return to civilian rule by next October. General elections are to be held after the lifting of the twelve-year ban on all political parties. The Unity Party's manifesto promised it would introduce free education and health schemes, encourage rural development and full employment if elected
