    The four Foreign Ministers from East and West, and the two German delegations, held their first plenary session at Geneva, July 13, after the three-week recess.

    The resumed talks got off to an unpromising start when the Soviet Foreign Minister, Andrei Gromyko, declined to take part in private meetings of the four Ministers - which had alternated with plenary meetings during the earlier talks - unless they were joined by the leaders of the East and West German delegations. This was not acceptable to the Western Ministers, who had suggested a private meeting for July 14.

    Asked why he wished to change procedure in this way, Mr. Gromyko said he had asked previously for German participation in the private meetings, and that it was never too late to repeat the proposal. A Soviet spokesman, however, was quoted as saying that Russia still did not exclude any form of negotiation used during the first round of talks.

    At the meeting, Mr. Herter called for an agreement on German reunification within the framework of security arrangements protecting all European nations against aggression. Mr. Selwyn Lloyd said the West was genuinely seeking agreement, but was not prepared to give way on matters of principle - for example, the freedom of the people of West Berlin.

    The Leader of the West German delegation Herr Grewe, pointed out that Mr. Gromyko had clearly said during the meeting that Russia would not take unilateral action against West Berlin, and another West German spokesman hailed this as a decisive new element in the talks.

    The next plenary session was arranged for July 15, following a Western meeting on July 14. At the re-opening of the conference, a 2-minute silence was observed through out West Germany on July 13 to demonstrate the desire of the "German people" for the freedom of Berlin and re-unification in peace and freedom
