    LAST-MINUTE COMPLICATIONS HAVE DELAYED KUWAIT, IRAN AND SAUDI ARABIA REACHING AN AGREEMENT IN COPENHAGEN ON A DIVISION OF THEIR NATIONAL OFF-SHORE BOUNDARIES IN THE OIL-RICH PERSIAN GULF, DELEGATION SOURCES SAID TODAY (THURSDAY). EMERGING FROM A MEETING THIS MORNING IN COPENHAGEN'S ROYAL HOTEL, DELEGATES WERE PESSIMISTIC AND SAID THEY WERE NO LONGER SURE IT WOULD BE POSSIBLE TO REACH AGREEMENT AT ALL IN COPENHAGEN.

    DELEGATES YESTERDAY WERE PREDICTING AGREEMENT WITHIN HOURS. COPENHAGEN WAS CHOSEN AS NEUTRAL TERRITORY FOR THE MEETINGS, WHICH IT WAS HOPED WOULD CONCLUDE AN EIGHT-MONTH DISPUTE BETWEEN THE THREE OIL STATES ON THEIR SHARE OF THE PERSIAN GULF.

    LEADING THE DELEGATIONS TO THE TALKS, WHICH STARTED ON MONDAY, ARE THE KUWAITI FOREIGN MINISTERS, SHEIKH SABAH AL-AHMED AL-JABER, THE SAUDI ARABIAN PETROLEUM MINISTER, MR. ZAKI YAMANI, AND IRANIAN MINISTER WITHOUT PORTFOLIO, DR. NASSER YEGANAH.

    THE DELEGATIONS WERE MEETING TONIGHT IN A FINAL EFFORT TO REACH AGREEMENT TOA SPOKESMAN SAID.
