    THE INDIAN PRIME MINISTER, MRS. INDIRA GANDHI, TOLD THE WORLD'S WEALTHY NATIONS, REPRESENTED IN NEW DELHI, INDIA, YESTERDAY (THURSDAY), THAT THEIR CHOICE WAS NOT WHETHER THEY COULD AFFORD TO HELP THE DEVELOPING COUNTRIES, BUT WHETHER THEY COULD AFFORD NOT TO HELP THEM. SHE WAS SPEAKING AT THE OFFICIAL OPENING CEREMONY OF THE SECOND UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD) AT WHICH THE WORLD'S UNDERPRIVILEGED NATIONS WILL ASK INDUSTRIALISED COUNTRIES FOR MORE AID AND ASSISTANCE TO NARROW DIFFERENCES IN THEIR STANDARDS OF LIVING.

    THE CONSEQUENCES OF FAILURE OF THE TWO-MONTH CONFERENCE WERE TOO TERRIBLE TO CONTEMPLATE, SAID MRS. GANDHI, SPEAKING TO SOME 2,500 DELEGATES FROM 131 COUNTRIES. SHE CONTINUED:
    A PLENARY SESSION AT THE VIGYAN BHAVAN FOLLOWED THE OPENING MEETING. AND ALMOST IMMEDIATELY DELEGATES FOUND THEMSELVES INVOLVED IN DISPUTE, FOLLOWING PROTESTS FROM UGANDA AND THE INDIAN ASSOCIATION FOR AFRO-ASIAN SOLIDARITY CONCERNING THE ADMISSION OF SOUTH AFRICA TO THE CONFERENCE. THEIR OPINIONS WERE REINFORCED BY A PROTEST OUTSIDE THE ASHOKA HOTEL - SCENE OF THE OPENING MEETINGS - INVOLVING ABOUT 50 AFRICAN AND INDIAN UNIVERSITY STUDENTS. THEY CARRIED BANNERS SAYINGS 'UNCTAN YES - APARTHEID NO' AND 'BLOOD DEBT PAYABLE IN BLOOD'. TODAY TOO THERE WAS A WALKOUT AFRICAN DELEGATES AS SOUTH AFRICAN ROSE TO ANSWER THE PROTESTS AGAINST THEIR PRESENCE.
