Background: Military leaders of the Arab League met in Cairo, UAR, April 22, for the first time since 1955 for a series of secret discussions on Israel.
The main question, it was understood, were concerned with the dispute over Israel's proposal to divert the waters of the River Jordan to irrigate the Negeb and Jordan's counter-proposals - which Israel views as a threat to peace in the Middle East. Another question for discussion, it was understood, was Israel's new position in the Middle East following its plans to develop a reactor for nuclear energy.
The Arab League military meeting under the chairmanship of UAR Chief of Staff ALY Amer was opened by League Secretary-General, Dr. Hassouna. Representatives of all League member nations were present with the exception of Tunisia.
