    Three leaders of LUKA (Kwango Union for Independence and Liberty) - Albert Delvaux, Pierre Mombele, and Camille Lukissa attended a party meeting at Leopoldville, Belgian Congo, May 8.

    Albert Delvaux, born 1918, had a Belgian father. He was educated in Mission schools, including a teachers' training college and became manager of a drug-store. He is the No. 1. candidate of the "Front Commun" a union of LUKA and PNP (National Progress Party) for the new Congolese Parliament. His main supporters are the Bayaka tribesmen of the Kwango River, fierce warriors concerned in protecting their rights against the ABAKO - a political party composed of their tribal enemies the Bakongo. If Leopoldville Province should become a federative state in the Congo State, inter-tribal fighting would probably develop between these two peoples. Delvaux' position as President General of this tribal party LUKA reconciles strangely with his role as National Secretary of the PNP - a national organisation embracing many tribal parties - whose policy is a united Congo and not a federative state. Its motto is "Congo for the Congolese", it wants independence coupled with a regard for law and order, and it promises to double all incomes within the next five years by an intensive agricultural programme. It is strongly anti-Communist.

    Pierre Mombele, is grandson of the first chief to sign a pact with the explorer Stanley. He too is Mission-educated, a former brewery-clerk, and now President of UNIBAT, a tribal organisation of the Batekes, whose main aim is to oppose the Bakongo tribe's ABAKO. A more concrete policy will be formed after the Congo elections; he is the Front Commun's 4th. Candidate.

    Camille Lukissa is the founder of the LUKA; almost illiterate, he nevertheless enjoys the confidence of the Bayaka king, and has considerable influence. Because of his educational shortcomings he will not run for election.
