    EARLIER THE SALVADOREAN FOREIGN MINISTER FRANCISCO JOSE GUERRERO TOLD AN EMERGENCY SESSION OF THE ORGANISATION OF AMERICAN STATES THAT HIS COUNTRY HAD DECIDED TO WITHDRAW ITS TROOPS AS A GESTURE OF INTER-AMERICAN PEACE.
