    THE KENYAN GOVERNMENT ANNOUNCED LAST NIGHT (WEDNESDAY) THAT 230 "SHIFTAS" -- SOMALI BORDER RAIDERS -- HAD BEEN KILLED BY SECURITY FORCES IN THREE MAJOR OPERATIONS IN THE NORTH EASTERN PROVINCE OVER THE PAST SEVEN WEEKS. THIS WEEK, A VISNEWS CAMERAMAN VISITED THE TOWNS OF MANDERA AND WAJIR IN THE NORTH EASTERN PROVINCE TO FILM KENYAN SECURITY OPERATIONS IN THIS "LITTLE WAR" THAT IS NOW FOUR YEARS OLD.

    THE BATTLE BETWEEN KENYAN TROOPS AND THE SOMALI "SHIFTAS" IS GOING ON IN THE REMOTE SEMI-DESERT WHERE THE BORDERS OF KENYA, SOMALIA AND ETHIOPIA MEET, AND IS SAID TO BE COSTING KENYA GBP3,000,000 STERLING A YEAR AS WELL AS THE LIVES AND PROPERTIES OF KENYANS. AN ESTIMATED 200,000 SOMALIS LIVE IN THE KENYAN NORTH EASTERN PROVINCE AND SOMALIA CLAIMS THE REGION SHOULD BE PART OF SOMALIA.

    IN ONE OF THEIR MOST RECENT BATTLES WITH THE SHIFTAS, A COMPANY OF KENYAN RIFLES ARE SAID TO HAVE KILLED 40 SHIFTAS LAST WEEK AFTER BEING ATTACKED BY A FORCE OF SOME 800 RAIDERS. ETHIOPIAN TERRITORY HAS ALSO BEEN RAIDED BY THE SHIFTAS, AND THE ETHIOPIANS AND KENYANS HAVE BEEN CO-OPERATING IN COMBATTING THE RAIDERS. HOWEVER, THE KENYANS SAY THE SHIFTAS AVOID OPEN CLASHES, MAINLY CONFINING THEIR ACTIVITIES TO SURPRISE RAIDS AND PLANTING MINES ON ROADS TO DISRUPT ECONOMIC LIFE.

    MAIN CASUALTIES OF THE MINES ARE SAID TO BE SOMALI TRADERS IN KENYA, THEIR LOBBIES BEING, UNLIKE KENYAN GOVERNMENT TRUCKS, UNPROTECTED AGAINST BLASTS. AT MANDERA AND WAJIR GUARDS STAND BY THE READY NIGHT AND DAY WITH MACHINE-GUNS AND RIFLES ON THE BATTLEMENTS OF POLICE FORTS OVERLOOKING THE SOMALIA BORDER. KENYA CLAIMS THAT SOMALIA HAS TRAINING CAMPS FOR SHIFTAS IN VILLAGES NEAR MANDERA.

    AT WAJIR, OUR CAMERAMAN -- AMONG OTHER VISITING NEWSMEN -- WAS GREETED BY OVER 100 TRIBESMEN CARRYING PLACARDS DENOUNCING SOMALIA. THEY WERE CLAIMED TO BE AMONG 340 SHIFTAS WHO SURRENDERED UNDER THE RECENT SIX-WEEKS AMNESTY OFFERED BY PRESIDENT JOMO KENYATTA. THE NEWSMEN ALSO SAW SHIFTA PRISONERS AND CAPTURED WEAPONS.
