    Background: Despite intermittent clashes between Syrian members of the Arab League peacekeeping force and right wing Lebanese Militia Beirut is making a return to relative normality, with clearing up and reconstruction work well under way.

    SYNOPSIS: The once familiar traffic jams are returning to East Beirut. Members of the Arab peacekeeping force spend much of their time in routine jobs, such as checking and directing traffic. Large-scale conflict between the Syrians and rightists ended on October 8. In recent weeks sniper fire and looting has subsided giving inhabitants an incentive to make another attempt at picking up the pieces. But many skilled crafts-men have left Beirut for good, because they can see no future for a country regularly ravaged by sectarian fighting.

    Telephone communications, once so important to the commercial life of Beirut have been devastated by four years of war. Hope for the future comes with the news that some militiamen have laid down their arms. There have also been reports in the London Observer that Christian and Palestinian leaders have been involved in talks seeking mutual areas of agreement.
