    Background: Frelimo President Samora Machel and Portuguese Foreign Minister Mario Soares opened talks on Thursday (September 5) in Lusaka, Zambia, to finalise an independence settlement for the Portuguese territory of Mozambique to end a bitter 10-year-old guerrilla war.

    The signing of an agreement, ending 400 years of Portuguese domination in Mozambique, was expected on Friday (September 6). The signing will climax three months of tough bargaining between Foreign Minister Soares and Frelimo chief Machel.

    On Thursday night, Dr. Soares said the first five and a half hours of talks had gone well.

    Informed sources said the only unresolved aspects of the agreement were the precise date for independence and the exact composition of a provisional Frelimo Government to take over later this month.

    A provisional government will probably be installed on September 25 - the 10th anniversary of the beginning of Frelimo's armed struggle. Next July is being forecast as a likely date for full independence.

    The agreement is expected to give Frelimo two thirds of the portfolios in the provisional Government, including the Foreign Affairs Ministry. Portugal would hold the Defence and Home Affairs Ministries.

    A ceasefire, and offer of citizenship to Mozambique's white settlers, and elections after, rather than before, independence are other clauses expected to be included in the agreement.

    At his airport press conference on Thursday, Dr. Soares made it clear his Government would not allow guerrillas to operate in Rhodesia from bases in Mozambique during the transitional period.

    SYNOPSIS: Portuguese Foreign Minister Dr. Mario Soares arrived in Zambia on Thursday to negotiate the final independence of Mozambique after four hundred years of Portuguese domination. This month sees the tenth anniversary of the guerrilla war in Mozambique.

    At Lusaka Airport Dr. Soares told reporters his Government would not allow guerrillas to operate in Rhodesia from bases in Mozambique, during the interim period before full independence.

    The first round of independence talks in the Zambian capital last June were inconclusive.

    Since then there have been three months of tough negotiations to pave the way for a final agreement with Frelimo - the Mozambique Liberation Front.

    The talks opened at State House, Lusaka in a cordial atmosphere.

    Dr. Soares said the opening five and a half hours of talks went well. And by Friday Portugal and Frelimo were due to sign a document formally granting the territory independence. According to diplomatic sources only a few aspects of the agreement were unresolved.

    Mr. Samora Machel and his Frelimo delegation were reported to disagree only on the date for independence, and the composition of a provisional Frelimo Government. July is suggested as a likely date for full independence and September twenty fifth as the take-over date for a provisional Frelimo dominated Government.
