    The four-nation International Commission to control the ceasefire in South Vietnam -- hampered in its mission so far by continued fighting -- has spent its time since arriving at Saigon's Tan Son Nhut airbase getting acquainted.

    The commission members have nicknamed themselves CHIPs after the initial letters of their countries, Canada, Hungary, Indonesia and Poland. With the help of American and South Vietnamese 'planes they are moving out of their main base to inspect regional headquarters. These will be the staging grounds from which the members will be observing the maintenance of the ceasefire agreed to in Paris January 27th.

    A major holdup in the control commission's work was the late arrival of the Viet Cong delegate to the Joint Military Commission. The JMC -- with members from the four parties to the long South Vietnamese war, North and South vietnam, the United States and the Viet Cong -- is responsible for establishing the ceasefire lines. The Viet Cong delegate, General dong Van Cong, was airlifted from a Communist-controlled village near the Cambodia border, into Saigon on thursday (February 10.)
    Meanwhile, the members of the control commission have been holding social gatherings to become familiar with each other. They have been meeting in the old International Control Commission compound used by the commission set up in Vietnam after the 1954 Geneva ceasefire accords.
