Background: The United Nations Security Council failed on Wednesday night (14 July) to take any formal action over the Israeli commando raid on Entebbe airport, Uganda, to free some 100 hijack hostages early this month. After four days of bitter debate, the sponsors withdrew an African resolution to condemn Israel for what was described as flagrant violation of uganda's sovereignty and territorial integrity. But the United States and Britain insisted upon on a vote on their rival resolution to condemn hijacking. The resolution was defeated when only six members voted for it. Here is an excerpt from the statement made to the Council during the debate by Mansur Kikhya, the Libyan Ambassador. He is followed by Salim A. Salim, the Tanzanian Ambassador, withdrawing the African resolution. The President of the Council, Piero vinci of Italy, gives the result of the vote on the Anglo-American resolution and the British delegate, Ivor Richard, speaks on what he calls serious threats against the British community in Uganda.
