Background: AT THE CONFERENCE OF NON-ALIGNED NATIONS AT BELGRADE, YUGOSLAVIA, SEPT 2, INDIAN PRIME MINISTER NEHRU SAID THE SOVIET DECISION TO RESUME NUCLEAR TESTS HAD BROUGHT THE WORLD TO THE VERY VERSE OF WAR.

IT WAS NOW ALL THE MORE URGENT THAT NEGOTIATIONS SHOULD BEGIN, WITHOUT WORRYING ABOUT WHO ASKED WHOM TO NEGOTIATE FIRST. AND, SPEAKING WITH GREAT FEELING, HE SAID: "THE WORLD HAS ARRIVED AT ABOUT THE FINAL STAGE WHERE EITHER IT DISARMS OR IT BURSTS."
PRESIDENT NKRUMAH OF GHANA SAID THE LATEST NUCLEAR EXPLOSION BY THE SOVIET UNION AND HAD SHOCKED HIM. IT BROUGHT HOME FORCIBLY THE SUPREME DANGER FACING MANKIND.

SOME OF THE OTHER DELEGATES ARE SEEN ARRIVING IN THIS FILM FOR THE SEPT 2 SESSION.
