NATO'S Secretary-General, M.Henri Spaak, placed the accent of his speech on the strategic aspect of the Organisation.
M.Spaak said it was important in view of the coming talks between the Soviet Union and the free world that Russia should understand that the Atlantic Alliance was an absolute necessity for the dangerous foreign policy practised by Russia since the end of World War II.
On disarmament M. Spaak said: "I consider it to be a complete illusion based on an absence of all sense of reality. In a total misapprehension as to what the Russians, Communism and Soviet policy really are, to believe that if one of the great western nations were to disarm, the Russians would do likewise.
To disarm unilaterally is to permit the Communists, the day they wish it, to be masters of the western world."
Earlier, Foreign Secretary Selwyn Lloyd pointed out that Europe was under the shadow of a threat to West Berlin. It was the first shadow of this kind that brought NATO into existence.
Speaking after M.Spaak, opposition leader Rugh Gaitskell said one dangerous tendency was that NATO should become the concern chiefly of diplomats, soldiers and a few politicians, and not of the wide mass of the people. This had to be resisted.
