    GENERAL LAURIS NORSTAD, NORTH ATLANTIC TREATY ORGANISATION SUPREME COMMANDER, ARRIVED IN BONN BY AIR FROM PARIS SEPTEMBER 7 FOR TALKS WITH DR. ADENAUER, THE WEST GERMAN CHANCELLOR, AT THE PALAIS SCHAUMBURG. ALSO TAKING PART IN THE TALKS WERE HERE FRANZ STRAUSS, THE WEST GERMAN DEFENCE MINISTER, AND GENERAL FOERTSCH, INSPECTOR OF THE WEST GERMAN ARMY.

    THE VISIT COINCIDED WITH PRESS SPECULATION THAT CONSCRIPTION IN WEST GERMANY IS TO BE INCREASED FROM 12 TO 18 MONTHS AND THAT 36,000 MEN TO BE DEMOBILISED AT THE END OF SEPTEMBER WILL BE RETAINED BECAUSE OF THE BERLIN SITUATION. THE WEST GERMAN DEFENCE MINISTRY DECLINED TO COMMENT.

    AFTER THE TALKS, WHICH LASTED FOR 1 1/2 HOURS, A GOVERNMENT SPOKESMAN SAID: "THE PLANS FOR THE BUILD UP OF NATO ARE NOT BEING CHANGED DESPITE THE CRISIS." GENERAL NORSTAD LEFT FOR PARIS IMMEDIATELY AFTER THE TALKS.
