    THE PRESIDENTS OF KENYA, TANZANIA AND UGANDA TODAY STRENGTHENED ECONOMIC TIES WITH THE FORMATION OF THE TREATY FOR EAST AFRICAN CO-OPERATION. THE TREATY WAS SIGNED AFTER TWO DAYS OF TALKS IN KAMPALA, UGANDA.

    THE PRESIDENTS -- DR MILTON OBOTE OF UGANDA, MR JOMO KENYATTA OF KENYA AND DR JULIUS NYERERE OF TANZANIA -- DISCUSSED ROUTINE BUSINESS DURING THE FIRST DAY OF TALKS YESTERDAY.

    BUT TODAY THEY SET UP AN EAST AFRICAN COMMUNITY WHICH WILL HAVE ITS HEADQUARTERS IN AR SHA, NO_THERN TANZANIA. IT INCORPORATED THE PRESENT EAST AFRICAN COMMON MARKET AND THE PRESENT COMMON SERVICE ORGANISATIONS, POOLING RAILWAYS, POSTAL SERVICES, CIVIL AVIATION AND CUSTOMS.

    THE TREATY INCLUDES A TRANSFER TAX SYSTEM TO PROJECT ANY OF THE THREE COUNTRIES IN THE COMMON MARKET.

    THE MEETING, IN KAMPALA'S PARLIAMENT BUILDINGS, WAS ATTENDED BY THE MINISTERIAL COMMISSION WHICH DRAFTED THE TREATY UNDER AN INDEPENDENT CHAIRMAN, DANISH ECONOMIST, PROFESSOR KJELD PHILIP.

    THE THREE PRESIDENTS WERE GIVEN A MILITARY WELCOME ON THEIR ARRIVAL IN KAMPALA. PRESIDENTS KENYATTA AND OBOTE WATCHED A MARCH PAST OF TROOPS BEFORE THEY SETTLED DOWN TO TREATY BUSINESS.
