'I take pleasure and pride in extending a welcome to the representatives of our organised movement in so many countries where the institutions of free citizenship, freedom of association, democratic rule, the right of free speech and the independence of trade unions are acknowledged and enforced by law and custom and long tradition. Denial or restriction of the elementary rights off free labour is an affront to human dignity, a threat to peace and a source to totalitarian tyranny, which we shall always and everywhere resist and strive to counteract. It is to that task, in the maturity of our organised movement that we have to dedicate ourselves afresh today.'
