    Several rows of women wearing overalls stand outside a building in a courtyard. Other women seem to be walking up and down to inspect them. Some of the girls look quite young - teenage. The girls then all take off their overalls so we see they are wearing Girl Guide uniforms (?).

    High angle shot of some girls transmitting semaphore signals with flags in formation. Then some girls give a first aid demonstration, carrying off a 'wounded' person on a stretcher.

    M/S of a young girl putting on her overalls and cap over her Girl Guide uniform. She also puts on an armband, but I cannot make out what it says.

    They are indeed in Guide uniform: several of them can be seen to be holding their uniform hats before they change out of their overalls.

    It is not semaphore they're signalling in - although I've never seen how it looks when done with flags, I'm pretty sure they're using Morse Code in the clip.
