This is indeed the German battleship "Scharnhorst".

The launching seen here took place at Wilhelmshaven on 3 October 1936. (Fitting-out work then commenced, and the ship was finally commissioned on 7 January 1939).

The lady smashing the bottle is the widow of Kapitan zur see Schultz, commander of the SMS Scharnhorst, an armoured cruiser sunk during WWI.

That 1936 date enables a reduction of the clip's current date range.
