This is evidently footage excised from "Armistice Day 1928" (ID 768.22).
Here the opening shot of a religious service aboard a battleship logically belongs at 02.55 on reel #768.22, immediately after the title card referencing the Navy.
At 00:24 children in close-up lay wreaths at a memorial in a churchyard, and at 00:54 the same memorial appears in medium shot in an oudoor ceremony. This sequence properly belongs on #768.22 around 002:40, where the same group is seen in the same churchyard, with the camera panning up to the church clock, which reads 11am — i.e. 11am on 11 November 1928, the 10th anniversay of the 1918 Armistice.
