Your details are wrong. The parliament was opened by King George V - he made a famous speech calling for reconciliation at the ceremony. The clip IS of the viceroy, but Sir James Craig wasn't the viceroy. (He was the Prime Minister.) The viceroy was Edmund Bernard FitzAlan-Howard, 1st Viscount FitzAlan of Derwent. (The man in the clip is definitively FitzAlan. He is easy to recognise.)
