"How explosive the situation in the Middle East was a few days ago when the U.K. and French Governments took the drastic steps which they felt obliged to take.... Sudden Israeli mobilisation and incursion in Egypt made it imperative to take very speedy and effective measures to prevent a war between Israel and Egypt which could only lead to a general conflagration throughout the Middle East. and which would in its train have involved prolonged disruption of free passage through the Suez Canal.... Soviet Union bears a heavy responsibility ..."
