"Traffic scenes around Trafalgar Square (?)" - yes, the spire seen in the bacground at 00:03 is that of St Martin-in-the-fields, at the North-East corner of Trafalgar Square.

The vehicle seen in close-up at 00:48 is an Austin A40 Somerset.
