This clip appears to contain two completely different and rather jumbled stories.
Dealing solely with the unveiling of the Titanic memorial, (footage of which begins at 00:46), this particular memorial is in Belfast. The unveiling took place on 26 June 1920, so the clip's current date range needs altering.
The statue was relocated in 1959, and now stands about 30 yards away, in the grounds of Belfast City Hall.
Note that a small part of this same unveiling appears in clip 2352.24.

As Jamied says, the caption is incorrect here. The memorial was not in Liverpool, Merseyside, but in Donegall Square in Belfast.
