    Reels 5 & 6 (spliced) Roosevelt inaugurated for second time as President in 1937. We see various views of Roosevelt and of the crowd below. It is raining heavily - lots of the crowd wear hats and carry umbrellas. Speech on soundtrack about democracy and poverty. M/S of Roosevelt as he makes the speech and panning shots of the crowd. Good shot of large number of photographers and cameramen on a platform in the rain getting their shots of the President. Top shot of umbrellas. Nazi meeting in Germany. Large number of Nazi Party members gathered to hear the Fuhrer. Short shot of Hitler giving a salute. He then inspects some troops - seen in M/S. America - smoking chimneys from a low angle. Top shot of a crowd of people waving small flags and smiling - probably Roosevelt supporters. Top shot of a parade - marching band. Stars and stripes flag and flag for the U.A.W. C/U of signatures on the bottom of "Fair Labour Standards Act." Then of group of men at a table - Roosevelt in centre - signing the document. Roosevelt at home sitting on a sofa in his living room. He pets his dog then puts his newspaper on the floor. Narrator states: "If you don't learn to relax you won't last long." Roosevelt holds a bowl of dog food (or water) in the air and talks to the dog - presumably asking it to roll over which it does. C/U of the dog rolling over. Roosevelt rewards him by putting bowl down on the paper. C/U of the dog eating or drinking and then C/U of Roosevelt looking off screen lovingly at his dog. King George VI and Roosevelt in the Presidential car. King salutes - Roosevelt smiles.

    Queen and Mrs Roosevelt follow in a car behind (not very clear who it is without voiceover.) We are told that they had "hot dogs with mustard right on the President's lawn." Shots of Roosevelt at a garden party. King and Queen riding in an open topped car. 1938 - meeting of Roosevelt and members of the government around a table - presumably at the White House. M/S of Roosevelt at the desk. Vienna - German military vehicles are driven through the streets. Crowds of Austrians line the streets as cars flying the Swastika drive past. The Austrians give the Nazi salute. Motorcycles with sidecars flying the Swastika drive along an Austrian street. German soldiers look to the skies where aircraft fly overhead. Soldiers on the march through Austrian streets. People stand and wave small Swastika flags on sticks. Tank being driven through street. Voiceover highly critical of the Germans. Soldiers stand to attention.

    Hitler in Prague - open topped car passes the camera, Hitler salutes. Aircraft fly above a town square. Large crowds of people run into the square. Top shot of crowd: "this is how it feels to find yourself without a country" says the voiceover - M/S of concerned people. Hitler inspects troops at an airfield - Chamberlain with him. Munich - Hitler stands in open topped car with Mussolini as it drives through a street lined with saluting people. Chamberlain follows behind in another car. Hitler and Mussolini walk up steps to Reichstag (?). Large Union Jack is attached to the side of the building. Hitler sits down and offers Mussolini a seat beside him. Chamberlain, Daladier and Ciano are also present. The Sudeten agreement is signed by the major players. Good C/U of Mussolini signing. Roosevelt makes a speech about dictatorship. L/S of people in the gallery listening to the speech. Hitler makes a speech (no sound) Over a montage of German military manoeuvres the voiceover talks of invasions of Holland, Luxembourg, Belgium, Paris. Shots include soldiers marching past L'Arc de Triomphe and Hitler making a joke to colleagues. C/U of Mussolini making an animated speech. Troops and vehicles moving through various cities. Roosevelt makes a speech - his face is lit up against a black background. 10th June 1940 - he speaks of German aggression to it's neighbour and calls for "Full Speed Ahead." Russian women in white head scarves collect donations of clothes.

    C/U of stencil being applied to a cardboard box: "The Russian American Society to aid U.S.S.R. & Great Britain to Defeat Hitler Fascism." Also stencilled on to box: "Johnson & Johnson." Supply trucks laden with boxes are waved off by well wishers. Elderly woman boards a boat (not recognised). Good shots of refugees. Young girls push prams with children and belongings piled up in them. C/U of two children in a pram with clothes and a boot on top of them. L/S of long train of refugees looking dejected.

    Montage of American navy footage. Sinking ship, sailors standing to attention on deck of a ship, submarine emerging. Roosevelt makes a speech in reply to those who do not wish American involvement in war. Shots of the audience. C/U "We will not accept a Hitler dominated world..." Roosevelt signs the Draft Act - C/U of his signature. Montage showing men who have been drafted. Group of men sit and eat and drink army rations in mufti. Men climb on board a packed trolley bus and wave from the windows as it moves off. Men get off a train (short shot).
