Line of people stand at right FG; and through a door one can see people get sacks filled; sign on building about coal. First a young boy; then a woman drag sack out of the building and away. Woman heaves big bag onto a pram / pushchair; starts to push it; then she either waves or makes a salute-type gesture. Man helps another woman load sack onto a cart. 2 women prepare to push cart as more women and children watch. Poverty; social services; fuel; charity.
