The Scouts in the war canoe are of the 1st Norwich. The first of the three men seen climbing into the canoe is possibly Edward "Skipper" Coe, the then Scout Master of the 1st Norwich. The second is Baden-Powell.

The 1st Norwich have photographs of this event in their archives, and some details are given in their book, ISBN: 978-0-9561286-0-7.
