According to a friend of mine who is a historian and an acknowledged expert on that period, those are Roumanian uniforms. If so, the place could be Bucharest, the officer on horseback in the CUs King Ferdinand I, and the lady his wife, Princess Marie of Edinburgh (Marie of Romania).
No idea yet of why they are wearing mourning bands.

The year should be 1921 (because of the mourning armbands):ía-transilvania--secretsofbalkans00vopiuoft.png

King Peter of Serbia died on 16 August 1921.
