Interior of city hall. A large audience watch as the Lord Mayor and Lady Mayoress present gifts of bell and flags to the commander of HMS Newcastle. Both the Mayor and Mayoress make short speeches is Geordie accents. An officer from the ship ceremoniously rings the bell.
Various shots of sailors from the ship marching through the city. The bell and flags are carried on a gun carriage. The gifts are then taken aboard a small launch boat. According to the narrator "an unfortunate mistake" stopped the cruiser mooring in city quay: the water was not deep enough. The launch takes the gifts to the battleship.
