Selwyn Lloyd speaking about his disappointment by the tone and substance of Gromyko's speech, 'one delegate said afterwards, well you know the last 3 minutes weren't so bad....it's a relative judgement and the other 31 minutes were certainly much to be regretted' & refers to the crisis in Jordan and Iraq.
