This will have been filmed on August 3rd, 1929, when there was a Sea Scout Pageant held on the Marine Lake at West Kirby, Wirral, as part of the 3rd World Jamboree being held in nearby Arrowe Park. The Event was due to have been held in the presence of Prince George but he had to cry off due to ill health. The opening sequence shows the Chief Scout, Lord Baden-Powell, arriving.
As one can clearly see in the sequence, it was extremely windy and the programme had to be curtailed as a result. You can find various descriptions of the Event elsewhere on the Web - one of the best is from the Times via http://www.pinetreeweb.com/1929-times08.htm
