"E Noel Mellish" is Edward Noel Mellish.
As well as being awarded the Victoria Cross he also won a Military Cross.
Mr Mellish was the first member of the army chaplaincy to be awarded a Victoria Cross. The actions for which he won the distinction are here.....

bunch of boys in uniforms with hats turned up like Australians - these are members of the Incorporated Church Scout Patrols, ICSP, a scouting organisation set up by the Church Lads Brigade for lads of 10 to 15 years of age.
some very young looking boys in soldiers' uniforms with rifles - these are Cadets from the Church Lads Brigade, for older teenage lads.

Rev Mellish was a CLB Officer before the Great War.

It looks like the first part of this is shot in Lewisham Way around the junctions with Tanner's Hill & Lucas Street. The second part is definitely outside the old Deptford Town Hall in New Cross Road (near Laurie Grove).
