Perhaps, the driver might be Art Smith, who was a American pilot. He visited Japan in 1916, and he held midget car racing at that time. The car on the film is similar to the car, which he brought from U.S.. The logo of "FIAT" on left side, the number "2" drawn on top left, tires, size of body, and so on are common features. The photograph of the Art Smith's car is stored in the library of Nara University, in Japan.
