Full title reads: "President Roosevelt speaks at Congress".
United States of America (USA).
GV. of the assembly of the Pan American Scientific Congress assembled in large hall awaiting Roosevelt's speech.
MS. President Franklin D Roosevelt speaking: 'The world abhors conflict - the hand of neighbour shall not be lifted against neighbour, the continuance of the processes of arms presents a challenge to the type of civilisation to which all of us have been accustomed. The inheritance of the world (peaceful civilisation) rests with the Americans and it must be reborn from the present disaster (German invasions of Scandinavia and the Lowlands). I am a pacifist, you are pacifists too, you and I will act together to defend our American freedom and our civilisation'.
