    "Mr Kershaw" is Anthony Kershaw.

    "Mr Phipps" is Colin Phipps. Phipps first became an MP in October 1974, and during the clip he talks of how he's been in Parliament "just on a year" - this allows the clip's date range to be safely reduced to at least 1975-76.
