Mrs Roosevelt (mother of the President) takes a bottle and names a small raft / boat 'Good Will'. She takes two or three tries to break the bottle. The raft - which appears to have been made from two canoes tied together - is pushed out into the river. The sail is raised as is the Stars and Stripes flag. People watch from the bank.
