A wonderful film - but it is back to front! The women appear to be leading the men and the dancing is moving in a clockwise direction. The men should be leading the women and the 'line of dance' is conventionally anti-clockwise.

...And, please note this footage belongs to the shorter fragment titled "Jacks 'the Dasant' 1922" found here: https://www.britishpathe.com/video/jacks-the-dasant/query/sailors+dancing - which is right way around.
“Titles read: 'Jacks 'The Dasant' - Sailors from Brazilian, American, French and Japanese Battleships enjoy hospitality of "the Lower Deck" on HMS Hood.'
(Title refers to the French for 'tea dance'!)
Location is probably off the coast of Rio de Janiero, Brazil.”
