Dean Acheson makes speech, asking the assembly to vote on the motion presented by the Indian delegate at once and vote it down so that the other business of the meeting can be dealt with.

Romulo gives result of 16 in favour, 23 against, 10 abstentions and says the draft is therefore defeated. He pours himself a glass of water and drinks it before announcing election of Mr Entezam as new Chairman or President (not clear which). Sound becomes faulty as the audience applauds and Romulo gives the rest of the results.
