    Several shots of Lady Gumley, wife of Edinburgh's Lord Provost, launching the cruiser HMS Edinburgh at a shipyard. Unusual shots of men working to free the ship so it can move down the ramp. The ship enters the the water as the crowd cheers.

    Commentator talks of the announcement by the British, French and American Governments that in future they are regarding themselves free to build battleships larger that 35,000 tons - larger than any allowed under present agreements.
