    Pan over area, many men labour with pickaxes and shovels; building / digging network of trenches; walls now higher than men's heads; and some of them are built up / supported with wood.

    MS along row of men in civilian dress; shirt sleeves and vests; trousers; with shovels; some men in army uniforms supervise the project.

    These look like films made during training exercises. as they aren't bothered about exposing themselves to any danger.

    The man turning the handle may be operating some form of air pump to ventilate a tunnel.

    The civies just haven't been issued with their uniforms, there are many stills of volunteers training in civies because of the lack of clothing due to the huge response to volunteer outstripping supplies..
