Sandymount, Ireland (?)

VS Small girls competing in running race. They look quite cute as all wear white frocks rather than sports gear. An American flag can be seen in the background. There is another race. One of the little ones gets a head start. They rush towards the tape and one girl slips over at the end. Looks to me like the one who has her name taken didn't win at all!
