    Cut back to the sailors in the park or gardens, waving their hats, walking about, posing for camera. M/S of Japanese soldiers or policemen in black uniforms, some with black capes, walking down flight of steps. A few civilians follow behind.

    In the above video, the unidentified man sitting at the desk looking through papers is Herbert Hoover, an American philanthropist who later became President of the U.S. He was working on a war relief project at the time the film was shot.

    You can see the exact same clip at the 6:10 mark of a YouTube video that is titled "Herbert Hoover Biography".
