Japanese Prince and Princess (unclear which ones) stand with group of Americans. One man points out views. Various nice shots across rooftops of New York - possibly from the Empire State Building. Clear view of the Chrysler Building in one shot. "possibly from the Empire State Building" - yes, the view is from the Empire State.

"American man (possibly American politician Al Smith)" - yes, that's Al Smith.

Very slightly reducing the clip's current date range, the Empire State Building didn't open until May 1931.
