    The slender, tower-like construction seen behind the balloon at 00:15 is the Skylon, specially constructed for the Festival of Britain.

    This is not a hot-air balloon. It is a gas balloon, most probably hydrogen-filled, though possibly helium. The gas bottles used to inflate the balloon are shown in the second shot.
