Mr Rockliff guards money available for the New Tabernacle's saving scheme - with a pistol.
Full title reads: "His Proud Record! Mr Rockliff retiring after 40 years' service, presides for last time, at New Tabernacle's Annual Share Out of £30,000 to 22,00 people - & he has never had to fire that revolver one!"

Mr Rockliff comes out of Barclays Bank (readable on sign in the background). He is holding a small pistol. With him are two men carrying sacks, presumably full of money.
Several policemen and others carry bags down the side of a building. Mr Rockliff walks behind them with his revolver.
Mr Rockliff stands and speaks to the camera - he is holding his gun. He says that he is unloading his pistol for the last time.
People queue up for their share of the money, which they have been saving all year. The New Tabernacle obviously runs a Christmas saving scheme.
