This appears to be the scuttling of the battlecruiser HMAS Australia outside Sydney Heads April 12 1924

See http://www.youtube.com/watch?v=HLthUPfmUB8 for similar footage shot from sea level

This is indeed the deliberate scuttling of the battlecruiser HMAS Australia off Sydney Heads on 12 April 1924. The four funnelled cruiser standing by is HMAS Brisbane.
